Prior to serving on the City Council in Garden Grove, Bruce served as the Garden Grove Chamber of Commerce president. He was elected to the Garden Grove City Council in 1992. In November, 1994, Bruce was elected Mayor of Garden Grove and then re-elected Mayor in 1996, 1998, and 2000.

Bruce has lived in Garden Grove for 31 years. He and his wife Peggy have two sons, Josh and Jeremy, and one grandson, Preston.

Bruce obtained a bachelor of arts degree in human relations and organizational behavior from the University of San Francisco. He is also an Army veteran who served in Germany from 1957 to 1959.

During the 20 years Bruce owned an insurance agency in Garden Grove, he gained a keen understanding of the business community. Bruce is currently employed by the California Division of Labor Standards as a Deputy Labor Commissioner.

As part of his community activities, Bruce serves on the board of directors of the American Host Foundation, an organization which promotes a better understanding of the United States to teachers in other countries.
